As questions swirled about an arms deal between Islamabad and kyiv, a Russian journalist was excluded from the room. The journalist, Ruslan Bekniyazov, was a senior correspondent for the state agency ITAR-TASS (The Information Telegraph Agency of Russia).

Moscow did not take this lightly. The Russian Embassy in Pakistan took to Twitter to say it stands in solidarity with Bekniyazov’s Pakistani colleagues. It is unacceptable to violate the rights of journalists to access information, he said, adding that the embassy had asked the Pakistani Ministry of Foreign Affairs (MoFA) to provide clarification on the incident.

Although it was later deleted, the heavily worded tweet indicated that the Kremlin was upset with Islamabad, given that the latter was improving its ties with Kyiv. It is important to note here that Pakistani Prime Minister Imran Khan was in Moscow on February 20, 2022, the day Russian President Vladimir Putin invaded Ukraine under the guise of a special military operation to demilitarize and denazify the former Soviet colony.

Pakistani media reports latersuggestedthat the Russian journalist was forced to leave the room at the insistence of the Ukrainian Embassy in Pakistan. It was announced in Islamabad unequivocally that no Russian journalists would be allowed to attend the press conference.

The incident highlighted Islamabad’s balancing act vis-à-vis Moscow on one side and the West on the other.

Pakistan has come under pressure from the West to extend its support to Kyiv. Meanwhile, Islamabad, which continues to slide into fiscal distress and survives on a $3 billion bailout from the International Monetary Fund (IMF), has to rely on cheap Russian oil to cut import costs.

In June this year, two shipments of Russian crude arrived in Pakistan and the country is said to be in talks with Moscow for a third shipment.

Thursday’s press conference provided insight into the tightrope Islamabad has to walk over the war in Ukraine.

Asked to comment on reports of an arms deal with Kyiv, Bilawal Bhutto Zardari said the two countries had not reached any agreement on defense supplies since the start of the war, bearing in mind Islamabad’s principled and consistent non-partisan stance.

His Ukrainian counterpart responded to the same question saying he can confirm that there are no intergovernmental arrangements between Pakistan and Ukraine in this area. He added that military cooperation between the two countries dates back to 1996, when they signed contracts that resulted in the production of tanks in Pakistan with support from Ukraine.

Bilawal, meanwhile, also said he would approach the UN secretary general, as well as his Russian and Turkish counterparts, to push for the reinstatement of the Black Sea Grain Initiative which allowed the export of Ukrainian grain. Russia suspended the deal earlier this month, leaving many countries around the world dependent on the deal in a state of uncertainty.

Kuleba also sent a message to the Kremlin with his statement: We know that Pakistan supports our territorial integrity and the rest is in the hands of the Pakistani government to choose the appropriate forums to find a way to support a country fighting for its sovereignty and territorial integrity against a much stronger neighbor.

During his visit, the head of Ukrainian diplomacy also visited Pakistani Prime Minister Shehbaz Sharif.
