Latest Kerala Local News: Measures taken against invaders in Munnar: Govt. say
Revenue authorities are exerting tremendous efforts to curb unauthorized occupation of government lands in and around Munnar and to halt ongoing constructions without obtaining a no-objection certificate, the state government has been informed at the Kerala High Court.
The state government made the statement on Tuesday in an affidavit it filed in response to a directive from HC to detail action taken against encroachments on government land in Idukki District. The directive was given when a public interest litigation filed by One Earth, One Life, seeking a directive to evict the invaders, was heard.
The government argued that it has also decided to make the necessary changes to the law/rules in this regard, as the decision taken by the government will lead to many legal disputes and greatly affect people’s lives.
Revenue officers have registered cases under the Kerala Land Conservation Act against encroachments and have taken action to evict the illegal occupants. They said that based on the report submitted by Niveditha P. Haran, then Principal Secretary, the authorities took action against the encroachments and took back the encroached lands after canceling the illegal pattayams generated on the basis of false documents and also to control the construction activities in the hill ranges.
In addition, action was being taken against officials who had facilitated illegal land grabbing and rampant construction in violation of the law. In fact, the government had established a special revenue office in 2010 to take action against encroachment and bogus pattayams. The Idukki District Collector had also passed an ordinance in 2016 making NOC of revenue authorities mandatory for construction activities in Munnar region and stipulating the criteria for granting such a certificate.
Subsequently, judgment briefs were issued against illegal constructions and in many cases the parties obtained a stay from their High Court against the judgment briefs. He had also issued an order in 2022 to take action against extraction, mining and construction activities on the allocated land.
