Aviation Minister Khawaja Saad Rafique announced in the National Assembly on Friday that Islamabad airport will be outsourced for 15 years.

Navigation services and runway operations will not be outsourced. CAA will continue to do so, he said on the home floor. The rest will be outsourced.

He added that the International Finance Corporation (IFC), an offshoot of the World Bank, is the government’s consultant in the matter.

The Ministry of Finance had said in March that efforts to outsource airports had begun. Late last month, the government said it was looking to outsource only Islamabad airport for the time being. Last week, the Civil Aviation Authority told an NA panel that outsourcing was on the way.

Today the minister said on the house floor that 12-13 companies have expressed interest and there will be tenders. He assured lawmakers that public procurement rules are fully adhered to. We are proceeding under the rules of the public-private partnership authority, he said.

This will be the first airport in Pakistan that we will outsource. In it, international best practices will be implemented, the head of PML-N said, adding that subsequently, Lahore and Karachis airports will be outsourced.

The whole world has done this. We have to decide if we want to stay in the Stone Age.

He said the best practice for operating airports in the world is through private operators.

In our neighboring country, India, there are about eight airports whose operations have been outsourced. Similarly, Istanbul airport is outsourced, Medina airport is outsourced. There are countless examples.

He said outsourcing does not at all mean that the airport is sold or mortgaged, or that anyone will be laid off. I have said this many times, and I declare on the house floor that (regarding) Islamabad Airport which the government wants to outsource and which we are working towards, no employee will be laid off. Everyone will have job security and will receive their salary according to the law.

Privatization of the PIA

Rafique went on to advocate for the privatization of the national carrier Pakistan International Airlines (PIA). My colleagues know me, I was against privatization. But even a person like me realized that if PIA whose deficit is 80 billion rupees this year stays as it is, its deficit will jump to 259 billion rupees by 2030.

He said: Can Pakistan afford it? No, it can’t. So what should be done? What South African Airlines and Air India did. Tata has ordered 450 new planes for Air India. The state cannot manage it. The state can (only) ensure that no PIA employee is laid off.

The Minister said that a holding company would be set up for PIA whose liabilities he said were Rs 742 billion. It needs billions of investments. You have 27-28 planes that are operational. You can’t compete with the powerful Gulf airlines, he said, warning that if PIA is not restructured, it could close in the next 1 to 1.5 years.
